all these issues your having with ops mon. you should post in that thread instead on making a new thread for every problem you have:salute:

Where in your computer is this folder? There needs to be a copy of JSGME inside your SH4 folder, and there needs to be a folder called MODS. Anything else won't work.

sometimes, when you extract a .rar folder, the "real" folder with all the necessary data will be inside a folder with the same name.
When You extract op monsun 705, is there another folder inside that folder with the same name? If so, you need to activate that folder.
The structure should be something like that:

Opsmonsun_V705/ Data/ ..

and not

Opsmonsun_V705/ Opsmonsun_V705/ Data/ ..
