[REL] sobers 100% underwater FX

[REL] sobers 100% underwater FX . Makes it harder to see underwater with the scopes if playing on 100% realism . Does not fix the see thru wakes .

I think using "%" in filename is preventing download of this MOD from Filefront.:damn:
