Yes indeed. Overall it can be said that it was totally unacceptable to jeopardize everyone out there just for some "short film" with pretty much next to no contend.

If you compare the sound of the tires with the sound of the honks you will notice that the honks are very quiet compared to the tires. Therefore I think the wheel sound has been added afterwards (besides that it did not always match the driving). It was common practise back then to add exaggerated sounds to fast driving scenes in French movies (at least he didn't speed it up artificially as it was often done in French movies from the 60ies, or at least I never noticed it anywhere else as much as with French movies).
