Unterseekriegspiel would translate as 'Under sea wargame' rather than 'Submarine wargame', wouldn't it?

Looks interesting. I wonder if there are any more serious wargames made at the time...

Yep.

Actually the title on the cover is
"Unsere U-Boote
Neuestes Unterseeboot Kriegsspiel"

Which translates into:
Our Submarines (or U-Boats if you want to)
Latest Submarine Wargame (U-Boot is the abbreviation for Unterseeboot).

Actually 'under sea' and 'sub marine' mean exactly the same thing.

But you're right in that the writer probably didn't mean 'under sea', he meant the actual boat. The problem is that we English-speakers have been using the term 'submarine' to mean the boat seemingly forever, when it was likely that it was first called a 'submarine boat', or 'submarine ship'.
