TVT mission editor

There is an exe. in the TVT folder called "editor".

Is this a mission editor or something else?

Its not like any other mission editor I have used. Where you load a map. Then add objects, waypoints and trigers. At least I can not figure out how to do that. If it is a mission editor how does one get started with it?
