Here is how to enable german voices the easy way .
Go to silent hunter 5 /data/LngGameData and look for the german folder in voices folder . Move the german folder (which includes german voices)to your mods folder and enable with Jsgme anytime either in port or on patrol . To disable german and go back to english just disable with Jsgme .

The only problem being the lack of lip sync files for the German voices, as these are not present in the aforementioned folder.
