Considering the flotation changes, it makes the ships take more realistic amounts of torpedoes to sink.

AKA: no more little 1000 ton coastal freighters ridiculously taking 3 torpedoes to sink.

And at the same time, balanced so that very large tankers and freighters will again REALISTICALLY take -in general- more torpedoes to send to Davy Jones.
