Sub pen near

Could someone tell me where I would find a sub pen near the british coastal waters missiom I,m not actually seeing any other than Keil, not sure of what I am suppost to do, thank you.

There Wilhemshaven. It's by Bergen on the map. It's about the only other base I can think of early in the game.

Yup, Wilhemshaven's the only port with pen close by early in war.
