ALL the states should do that.

The feds should be out of education totaly, except Annapolis, West Point, osv.

It's just money redistributed from the states to the feds, and back to the states
WITH A BUNCH OF RULES ATTACHED.

The feds can't turn those rules into law because it's UNCONSTITUTIONAL.
