Piracy on the high seas pays off for the locals
 
Well I can’t find any links to this but on CNN they were playing a skit about how that the pirates have driven off the factory fishing ships, and now the fishing has become rewarding to the local fishermen.

Is this really what it would take to revise the economy so the people could start making money again?

If this is true then the piracy was the cause and effect of corporate greed once again being introduced on a community?

Yep. It was corporate greed what stripped their livelihoods that turned them towards piracy in the first place. More specifically it was the lack of a government strong enough to keep those factory ships out of their coastal waters that allowed corporate greed to flourish.
