Would it be possible to make such a mod? Historically that was true, but is it possible?

I`m not a moder but i would like to have such a mod.

As far as I know you have to shoot them yourself. People have tried and failed, but there are a lot of other things being done that earlier modders said couldn't be done, so maybe someone can make it work.
