[REL] Authentic Flags for SH4

Based on SH III Flagmod by Juju Grotjans.

Some file names were changed to provide compatibility with SH4.

Original readme file included.

Thanks to author of original mod, not me.

I've decided to leave the textures in .tga format, since some of them not converting to .dds properly for some weird reason.

Many thanks for this mod. I know there is great controversy over the swastika... but it is historically accurate.
