The only problem lies in whether or not a state of pandemics is correctly identified and defined or not. that individuals being ill and infectious and carrying a dangerous desease shall not be allowed to run around freely and infest more and more parts of the population, should be taken as plain and healthy reason, and according laws are already valid in Germany and I am sure in almost all western nations, too. A mild exmaple are chickenpox: in Germany you are forbidden to use public transportation when bringing your kid to the doctor. That is because the desease it extremely infectious.
But what also should be considered is that in UN health boards deciding on global pandemics policies, like swine flu recently, the balance between independent experts and lobbyists of the pharmaceutical industry has seriously and dangerously been shifted towards the industry lobbyists. And these of course have an interest to lower the treshhold for pandemic defintions - so that the companies paying them their fees can sell off larger quantities of their drugs, and earlier. Right now it already is common legal practice that companies invent - yes: invent - new deseases, syndroms and definitions of deseases in order to artifically create a market for some new drugs they have created. The easier it is to define the greater ammounts of the population as "ill", the higher the profits are these companies can make the earlier.
Business and politics must be kept strictly seperate and independant from each other, else a democratic system necessarily gets hijacked and degenerates into a hidden tyranny by the few. Lobbyism of any kind should be forbidden (and for reasons of deterrance should be put under maximum penalties]. Economic lobbyism is nothing else but legalised corruption and ursurpation of political powers by economic actors who have no democratic political legitimation by the people at all, but explicitly avoid that process and find a workaround for it.
Insiders say that in EU headquarters in Brussel, per one member of EU parliament you have 40-50 organised, professional, payed lobbyists of the private industry. US is famous for extreme economic lobbyism as well. Such a constellation no political structure claiming to be free and democratic can survive. It gets replaced by all-out corruption. To declare that one wants to fight against corruption, becomes a meaningless phrase, then. It is impossible, since it is all aorund you and the whole system breathes in in and out and cannot be anymore without it.
