OK, OK -- so I'm on a uniform and medals kick lately...

A.I. Weapons Crew Blue Uniform Blouse v1.0

From the README:

--General--

This "eye candy" mod changes the stock WHITE uniform blouse to DARK BLUE on about 50% of all friendly & enemy A.I. Weapon Crews (both warships and submarines). I kept the change pretty generic (no specific uniform markings) and resisted tinkering with the helmets since SH3 is hard-coded to use the same dat file for both Axis and Allied Weapon Crews (be kind of weird to see German forage caps on British / American sailors). I thought Dark Blue was pretty safe since practically every Navy in WWII used some form of dark blue battle dress.

-GWX / Stock 1.4 compatible

--Installation--

Through JSGME (highly recommended): Unpack to the MODS folder in the main SHIII folder (Ubisoft / Silent Hunter III / MODS) and activate.
