I've watched some vids of dudes showing SH3, they explore the submarine, walk around on it, getting sleep on a bed etc etc. I just wondered, is SH4 offers such a freedom too?

you can walk around in sh3 only with mods,
the same for sh4.

Even in SH3 your roaming is limited to just the control room, conning tower and radio/hydrophone/captain's quarter area.

And you can walk around the inside of your sub in SH4 by pressing 'Shift+F2', plus there are a couple of mods that let you do it without. Just like SH3. But you are still restricted in both games, as Torplexed already pointed out.
