What controls watchmen behavior ?

Hi,

I read somewhere on the subsim that watch crew on the deck behaves differently when the boat is in/near the port and when the boat is on the sea.

I mean that while in the port they do not use binoculars to observe and just stand. Is that true ? does anyone have an idea how it is done ?

UBoatState controls this action.

Look at the POSW and POSWR.dats for this.

It's part of the StateMachine controllers stuff.
