How do prototypes work?

In the .cfg files, it looks like prototypes for items can become available before the item is officially released. Can you get these? If so, how?

They can come available around the time listed, but may or may not be offered, and only in limited amounts.

If you want to try and get more torpedoes that have just come available, switch between the torpedo load out screen and another and more may coma available. :up:
