Sailor rotation. The answer ...
 
If the sailor on the back part of conning tower does not rotate (as example Balao Conning Tower) make changes
in Conning_Balao_01(02).sim file as shown below:

where is this problem?

i see no problem with the values used as they are in line with every other watch crew who are looking and moving correctly as far as i know.

The error is subtle. The Watchman controller determines the arc the watchmen will animate over. The value of LeftLimit determines how far couter clockwise he can turn and RightLimit is how far clockwise he can turn. If the value in LeftLimit is greater than the value in RightLimit, the game ignores it and the watchman does not turn.
