It happened in California, not Arizona. I saw the F-22 do a flight demonstration this past weekend during Luke days held bi annually at Luke Airforce base just outside of Phoenix Az. That aircraft is phenominal to say the least and it could run circles around F-15's and F-16's in close combat due to its thrust vectoring nozzles. The stuff I saw that aircraft doing was just freekishly unatural . it could pitch up, stall out the airframe, then using thrust vectoring spin the nose around its center axis to gain a firing solution on any menouvering target before using its massive thrust to launch itself forward out of the stall situaton.

F-15 pilots had this to say during a mock dogfight with the raptor.

It was the most frustraiting experiance of my life. You have this multi million dollar weapons sytem in the F-15 and you cannot point it at your opponent! You could be looking right thru his canopy and staring at the guy piloting the F-22 and your radar still couldnt lock onto them.

The odds were stacked in the F-15's favor, 8 Eagles vs 1 F-22. All 8 F-15's were shot down.
