I will accept a broad answer for this one.

Yep, one of the Great Naval Battles games, GNB IV: Burning Steel, I believe.

Isn't he supposed to say which of the games it is?

EDIT: Whoops, just saw this: "I will accept a broad answer for this one."

Yeah, the games in the series are very similar and I was not certain my screenshot could only be GNB IV.... so the answer GNB was acceptable (and anticipated).
