This is an e-mail from Dan (aka elanaiba) about how the UPC.cfg file works. I figured the rest of you would like to know this info as well:

Defines the values the renown should have to be in one of the following categories: Criminal, deplorable, poor, average, good, excellent, outstanding.

The rating also has a numerical value: which goes from -3 to +3:

Obviously the current version of the game NO LONGER has these hardcoded and they’re taken from the UPC.cfg file, in the specific nation line.

So basically when you’re done with the patrol, the game checks your renown and gives you a rating according to that values table.

This is also used to adjust the campaign rating:

Initial Campaign Rating should be equal to 0

After Each patrol something like this should take place:

New_Campaign_Rating = Old_Campaign_Rating + Last_Patrol_Rating / 2

Now, the americans have 2 ranks available for the player, while the Germans have 4. This is hardcoded, but the requirements to promote you (errr, the player) are mostly not.

**RankCampaignRatingsUS=0,1 -> current campaign rating to be considered for promotion; 0 (Average) for the first promotion, 1 (Good) for the second promotion

The original design I wrote for promotions in the US campaign was this:

*Player starts as Lieutenant Commander (rank 13)
To be promoted to Commander (rank 14)
-At least 6 months since last Promotion
- At least 4 succesfull patrols (rating 0 or more), including the last one
- Campaign rating 0 or more

*To be promoted to Captain (rank 15)
- At least 5 months since last Promotion (to rank 14)
- At least 5 patrols of rating 1 or more, including the last one
- Campaign rating 1 or more
