Looks like they have taken the top part of the hull off its probably in line for scrap they have a tendancy to start something then finnish it 20 years later. the "rust" is acctually paint its supposed to stop it rusting.
the tanks on top look like either ballast tanks (trim tanks) or just air tanks.

Funny is that it seems to be tied up alongside another submarine, a Kilo or so.
This can only be a russian one then.
Seems the Ukrainian Navy still has quite good relations to the black sea fleet, despite such niceties as mock bombing raids on Sevastopol by the ukrainian air force.

Its tied up next to a Bravo class Training Sub. :know:
