They can be.
 

If you have a clock.dds file then it can replace the stock file in any version of SH4. If the mod include a menu_1024_768.ini file do not install it like I did. Error messages galore ensue. I use DarkShip's Hamilton 22 in my game. Since I live 15 miles from Lancaster, PA it was the only choice for me.

If you think the stock size one is too big or the mod changes the appearance of the clock, then you need to edit the menu_1024_768.ini file of your version. The smaller clock mods I found did not work with 1.5, but after some trial and error I managed to get Chomu's minichrono mod adapted for 1.5. If anyone is interested I can make the clock section of my ini file available for downloading.
