Unable to apply and updates to Australian retail version

Hello, apols if this has been posted, did do a search but nothing came up.

My cousins Aus retail version of SH3 doesn't take any SH3 patches 1.2-1.4b. The error message is something like 'the /menu/de_menu.cfg' file is not in the correct format.

Any hints?
