I won't consider that as a blessing but a curse. I would say, this is a extremely rare genetic deflict that everyone hopes to avoid (even those horny guys don't want their private part appear at their back, do they?)
Having an extra private part won't enhance sexual experiences but it will bring discriminations and troubles to him.
p.s. if that part is not vital, I think the doctor would remove it for the sake of appearance
