GWX 2.1 problem?

Have tried 2 careers running up to mid 1940 and so far have never found a target! Also there is never any harbour traffic on any mission start. Am I just very unlucky or do I need to reinstal?

Have you installed any mods on top of 2.1?
Say the Indian Ocean or Black Sea Campaigns?
