Where did the replacements go?

Okay I'm running 1.5 and have to few replacements to choose from, I rotate out a random 1/3 of my crew (for Realism) but i have nothing to replace them with!! (apparently UBI thought they needed to offer less replacements with the 1.5 add on) So I'm going to ask a broad question... Where do I look to change this? does anyone know?
