Congratulations! You've single-handedly swept the English Merchant Marine from the ocean! The war is won!:()1:

Seriously, I've never had that happen. Sometimes the game gets screwed up if you save underwater, within sight of other ships, or, especially, in a harbor. If you saved your game inside Scapa Flow, that could be the source of your problem.

What mods do you have loaded? Most likely cause is that you have loaded up either the Black Sea or Indian Ocean campaign mods and are playing out of an Atlantic port.

You can fix this by removing either or both of these mods or by playing your career in the theatre you have selected. Another way is to use only the merged campaign mod which means you'll have traffic where you you start your career from. (Note your PC has to be up to the challenge as this is literally the 3 campaigns merged into one and all the traffic for everywhere is included).
