I have converted my SH3 seafloor mod to SH4, in a 256mb and 128mb version.

It means that the texture is 2048*2048 in size.
A 128mb version would be 1024*1024.

All 2D images have sizes, one vertical and one horizontal, and one mesures it in pixel, so 2048*2048 means 2048 pixels vertically and 2048 pixels horizontally.

The same with your screen resolution, you can have resolutions of:
1024*768, 1280*1024, etc

It means that on graphics cards with low memory or slower systems the 256MB textures will slow the system down when compared to the 128MB textures. Plus there's not as much detail.
