is there a modding tool to make new ships?

There is no single tool for creating ships and some of the techniques are somewhat complex... I would suggest you use the "search" function in the forum and insert 'modding'... There are literally a dozen threads dealing with the modding situation, techniques and tools... Answers to many of the questions you'll undoutably wish to ask are there...
