have problem with recognition guide, have only war ships, what's wrong with merchants?

If I remember right, you click on the cover until you get merchies.
Someone will pop up with the right answer.

To simplify the process the easiest way it just
lock your periscope crosshairs on the target then
using the cursor go up to the data pad on the right
while the ship is in lock and click on the word ship
this will open the Recognition manual to the appropriate
page.

Yes, the cover you're looking at is for one country only. There are arrows to click on, and they lead to other countries' warships and to one labelled 'Handelschiff'. Those will be the merchants.

Merchants are listed under "Handelsschiffe"

In the Recognition Manual the nations' navies are is arranged alphabetically. It starts with "Albanien" To the right and left of the word "Albanien" are two arrowheads. The one on the right points right; the one on the left to the left.

the right arrow takes you through the list of navies (warships) alphabetically from "Albanien"

The arrow on the LEFT takes you one step "back" from "Albanien" to "Handelschiff" - that is the merchant Recognition Manual.

So, just click on the arrow to the left of "Albanien"
