I see survivors but cant rescue them
 

I have a button but to recue survivors but cant seem to use it?

anyone know why?

I believe you can only rescue allied survivors.

could be that's the trick to it.

Allied pilots use a red smoke beacon to signal their position. Come close to them, point the binoculars crosshair at them, and when the crosshair beomes red, use the rescue button.
