Actually, looks like lunch time to me. Captain-sama's just ordered the boilers shut down and the grill fired up. Grilled shrimp on the menu, and he had the grill placed by the bridge so he can get it while it's hot!

It's called SH4 syndrome, where the game decides it needs to make new bugs and glitches because it doesn't have enough.

Straight Answer: It's just one of the many, many errors in the code
of SH4. Hows that for a good answer....
