CrewEfficiency=1 not working in RUb

I've not checked whether it works in stock SH3, but the crewefficiency setting in main.cfg has no effect in RUb, it seems. If this is due to something changed in RUb, can anyone please tell me how to undo that change and get TC to drop to 1 when my engines stop working?
