New Flotilla or Sub base?

How do create a new Flotilla or Sub base for SH4? I mean not makin a new base, A new Flotilla like thing instead of just Pearl, Bisbane, and Freemantle.

Not dat, I mean make a new Flotilla or Sud Squadron in another base besides Pearl, Bisbane, and Freemantle all of time.
