Fixed Aspect-Ratio with 7.5 cats?

Is it possible to scale resolutions to 4:3 on 16:19 monitors (with black bars on the sides) with the latest ATI drivers? Just so that SH3 doesn't look stretched.

I've scoured the CCC but can't find the settings anywhere.
