can lifeboats be added?

is it possible to add lifeboats to the game from SH4? or is that hardcoded? Because to be honest, right now, it seems a little too much like "all or none" if a ship goes under, I can only assume that everyone died. And thats no fun.

So, is it possible to add lifeboats?
