A little confusion over jsgme installation

Skippers,
I need a little assistance here. I have used jsgme with Total War Series of games such as Total War:Rome. The jsgme.setup file was place in the C:\Program Files\Activision\Total War Rome directory and executed it. You then created a Mods folder in which mods where installed.

Here is the confusion that I am having. I noticed when SH4 was installed it created C:\User\user\Documents\SH4 folder with two subfolders of Data and Mods.

My thinking is that this is the folder that the modifed config file is stored in this mods folder. Am I right?

Am I also correct that the installation is ?:
1. copy jgme. setup to C:\Program Files\Ubisoft\Silent Hunters of the Pacific.

2. execute jsgme.setup and create Mods folder in SH4 ubisoft folder.

3. install mods to C:\Program Files\ Ubisoft\SH4\Mods

Just checked my sh4 folder in documents, i have a data folder but theres no mod folder, maybe someone else will have to answer that.
As for the jsgme installation i just run the program select sh4 as the path and it automaticaly places a mod folder.http://www.subsim.com/radioroom/images/icons/icon10.gif
