Dive Planes not working

Has anyone else noticed that the Dive Planes stop working after a while while on Patrol? Is this a bug? When you go to dive, the Dive Planes just stay in the Up position.

Only has happend to me twice. After high TC. Just for show really. Your sub will submerge fine. When you reload again they will move like they should.
