Try switch to impact pistol - maybe they are reversed?

You shouldn't waste torps on gunboats...they are too shallow for one thing.

These gunboats should not be in the ocean whatsoever. Oversight by the devs. I would simply remove them from the game.

Torpedoes have a minimum depth, above which they become unstable and, at the very least, start to porpoise. They will also, usually, lose direction, in which case you may get your torpedo back. To all intents the gunboat is torpedo proof.

Yup. Sub-chasers and gunboats are nearly immune.

In no-wind conditions, you might get a mag hit on a sub-chaser -- absolutely no go with the gun boats. And in extremely strong winds, the boat might dip enough for the torpedo to nail the bridge.

Yes, gunboats don't really belong in this game, especially when all the Japanese DEs, Corvettes and Frigates and been left out....
