how to create a GI drop off team?

Good morning,

In the mission editor.

How do I create a mission wherein I can drop off a team of GI's near the shore?

You need to create a map location for where you want to drop them off and then an objective which activates when you reach that area. For the objective you need to make it a 'special forces' type and choose 'commando'.
