Improve AI attack ability MOD for SH4.

1.According to SH3 _ 1.4b adjusts AI sensitivity, with improving and bombarding the rate of accuracy of the periscope. Through testing, the submarine can't stretch out the periscope to observe the destroyer for a long time, the periscope is very easy to be bombarded damage by the destroyer.
2.The destroyer accelerates the pace and is close to the submarine, and accelerate crossing the time that the submarine turn back.
3.The destroyer drives the curve and is close to the submarine.
