For what its worth ton there is a manual for it in the
documentation folder in Sh3 main Data file

there is also on the sh3 game forum a sub forum
called mission designers forum

where it is a good place to place questions about the finer points
of mission building further to that a lot has been
posted over time on the threads about ME
using the forum search feature is a great way
to gain info as well.
