Enemy Cities

In Silent hunter 3 the enemy cities were red on the map. But not on Sh4 here all cities are bue, is there anything i do wrong or? Anyone Know?

I think its like that for everyone, the best thing to do now is catch up ona bit of history on who controlled what islands.
