Sub Pen Bases

Hi:

Does anyone know where I can find the names of the Commanders or Office-in-charge for the various submarine bases, ie. Kiel, etc. and the years they were in command.

Is there anyway I can find out the Port Commanders?
I found the 1st Flotilla - Weddigen out of Kiel.
