what exactly does this mean? it is located in main.cfg file, more precisely at time compression settings.

OK, I already found out myself. no need of this topic anymore.

Hunter State means while you are stalking a ship or convoy. Pray (should be Prey, but sometimes you have to pray as well) State means escorts are stalking you.

Pretty much what Sailor Steve said. I'll just add that Hunter State occurs any time you are in visual contact with an enemy. You don't have to be actively stalking. So if you're cruising on the surface at spot (or are spotted) by an enemy ship your TC will drop to the value specified by HunterState, and will continue having that as your max TC until you/they loose visual contact with each other.
