I sank two yesterday. Both flying British flags. Nov. '39. Got positive renown for both.

Everything flying an enemy's flag is a legit target.

At night, I sink everything floating that has no running lights. According to Bdu, that is fine to do that. Kind of odd, but yesterday I sunk a Brazilian small merchant off the coast of Africa that came along by itself at night with no running lights. It is only September, 1940, so Brazil should be neutral, and they should have been running their running lights. I didn't get dinged for it, so I guess I am ok. The very next night, another Brazilian medium merchant came along, and it did have its running lights on, so I left him alone.

I always sink passenger/cargos. You should have gotten a radio transmission giving you permission to do that sometime in late 1939. They usually had military supplies and personnel on them.

Passenger Ships
 
I always look at the flags. If a Neutral or ally I let em go but use them for aproach and dry run practice.

Keep lookout for Hospital ships flying red cross... They're a no - no especially.

My approach is to sink passenger ships if enemy flagged with one torpedo low and Aft. Then move away briskly as it stirs up the escorts and nearby warships something fierce.

If they are flying a Red Ensign, they are legit.
