I think Panama did as the Americans pre war declaration, they helped GB for war materials but not officially in war...

j'ai laisser passer ce cargo panaméen de 7700 tonnage :D mais c'est pour la bonne cause . mais oui effectivement , il y a des exemples convois alliés avant le 13 décembre 1941 comprenant des cargos panaméens.
