Is Operation Monson compatible with TMO or just RFB and RSRD?

not really.
OpMonson/Dark Waters are ATO megas and TMO, RFB, and RSRD are PTO megas.

OpMonson/Dark Waters mods the German subs and the AI is Allied.
TMO, RFB, and RSRD are the other-way-around.

You can do OM with RSRDC, but be certain that you follow lurker_hlb3's instructions to the letter, and even still, it is a bit on the strange side... Some things the Axis and Allied sides "share" fine in the game. Others, they do NOT...
