But even if it is by current, I'd think if your sub and next fish are in the same current your relative movement should still be 0kts and so you should set the target's speed as 0kts in the TDC.

What kind of ship is it. If it is on the large side it could drift for miles before the drag of the water stops it.

Sort of like stopping a large, fully loaded tanker. That can take up to 10 miles.

Somewhat realated but the other night I got bombed and it tore up the fwd torpedo room and flooded it.

The sub sat in the water bow down, stern up in the air, screws clear of the water. We could still make headway albeit slowly.

That is untill the other bomber came along.

Its not a bug, its an "undocumented feature" the dev's were ever so kind as to include.

some ships in sh4 are so big that they can drift across entire oceans before stopping (in port), who needs props eh? ubisoft showing how green tankers can be...
